[Draft] Environmental impact assessment for Lower Sesan 2 hydropower project in Stung Treng province, Cambodia

The length of the main dam is 8km with crest 83m above the sea level and 40m above the river.​​ The Lower Sesan II is located in Sesan district, Stung Treng province, Cambodia about 20 km east of Stung Treng provincial town, 450km northeast of Phnom Penh, 60km from the Lao border and 150km from the Vietnamese border. Positive impacts on the environment and society for the project include: 1/. Electricity: 400 MW turbine and total power 1953.9 GWh; 2/. Rural Infrastructure: The project will build a new road to the bypass and bridge project area on the east side of the Sesan River to connect the resettlement area of ​​Srekor village and Khsach Thmey village. The project also builds all community facilities in the resettlement area, including community schools, pagodas, roads, and wells, to a number and standards equivalent to or better than what will be destroyed in the village, which will be flooded; 3/. Employment: Employment for community workers/people from 2010 to 2014 with a total of approximately 9,500; 4/. Tourism: Natural resources in and around the lake, infrastructure projects and visits to hydropower plants, fishing; 5/. Revenue: Selling local products, tourism activities, construction contractors; 6/. Economy: Develop Cambodia's infrastructure, including industry/handicraft, agriculture, and tourism in the region, paying taxes to the Royal Government of Cambodia through investment law contracts. The project will have an installed capacity of 400 MW to supply electricity to the surrounding provinces as well as for export to Vietnam. The project is Build Operate and Transfer (BOT) type and the investment cost is USD 816.23 million.

Environmental protection obligation

The mitigation measures that should be taken are: -Reduce the reservoir area as much as possible by reducing the dam height as much as possible -Provide a suitable location for the resettlement area, which is far from the main shelter area -Adequate compensation for the people along the river, who will especially suffer the loss of fish as a result of the plains, based on this annual basis can be made in the sense of livelihood improvement initiatives -Carefully monitor the quantity and quality of water from the dam to ensure that the quantity and quality of water is sufficient for the health of water users below the river to avoid adverse effects and to maintain the ecology of the river and provide compensation measures if Dams cause harm to ecological health as a result of poor quality or quantity of water coming out of the dam. -Ensure that traffic related to the project complies with the road rules and the damage to the road is repaired quickly -Make sure that the dam is built to withstand earthquakes so that it does not collapse in the event of an earthquake -Ensure that construction work begins when demining is complete -Provide remedial measures for tree loss and climate change campaigns by replanting trees according to the type and amount lost. -Collaborate with other dam operators in the catchment area to reduce and manage the overall impact of the dam.

Socio-cultural protection

Appropriate training course or new skilled and income restoration shall be provided to the local people (boat operators and fishermen). The compensation can be provided in strengthening livelihood program such as new career capacity building, small business fund providing, and agricultural support programs.

Environmental fund summary

The annual environmental fund is proposed USD 0.5 million, and it will be paid annually to the Ministry of Environment and Forestry Administration of Royal Government of Cambodia to compensate to the forest and wildlife habitat lost by the project. The MoE and FA will use this fund to support forest and wildlife conservation program in the area. This payment is applied to the whole project operation.
