           This legal briefing note, the first of a series on the Xayaburi dam project, aims to promote discussion among Mekong Legal Network members about potential legal strategies to ensure that regional decision-making on Mekong mainstream dams is done in accordance with international environmental laws and standards. The note focuses on the notification, prior consultation and assessment requirements that should precede any mainstream dam construction. Laos' potential legal liability for unilaterally proceeding with dam construction is discussed.
