This strategy aims to contribute to the achievement of the Millennium Development Goals (MDGs) and the other development objectives captured in the NSEDP in accordance with the principles of the Vientiane Declaration on Aid Effectiveness. It also aims to guide the implementation of several important international conventions and declarations, including:
- The Convention on Cluster Munitions
- The Convention on the Rights of People with Disabilities
- The UNESCAP Declaration on the Decade of the Disabled
