A paper about Thailand’s Power Development Plan (PDP), the master investment plan for power system development. The authors offer a new PDP, which they argue is more consistent with Thai policy and the interests of Thai people than the PDP 2010, prepared by the state-owned Electricity Generating Authority of Thailand (EGAT). The authors propose a set of indicators to measure consistency of PDPs with Thai policy objectives. They then employ these indicators in evaluating their own 'PDP 2012' compared with the PDP 2010. This study concludes with policy recommendations and suggested reforms. Also available in Thai language.
