Trends in the Governance Sector of the Lao PDR

This report shows that significant advances have been made in certain areas, notably in the greater responsibility taken by the National
Assembly, in the recent advent of civil society organizations, and in the steps towards decentralizing delivery of public services. At the same time, significant challenges remain for Laos. Many reforms remain stymied by a lack of human capacity at various levels and while the law has become much stronger and clearer on paper, awareness and
enforcement of law remain weak
