The decision aims to quickly improve the material and spiritual life of the ethnic minority people in mountainous, deep-lying and remote communes with special difficulties: create conditions for these areas to overcome poverty, backwardness and under-development and integrate themselves into the overall national development, thus contributing to the maintenance of social order and safety, national security and defense.
