In order to promote better protection of national security, safety, and social order, befitting the rule of law, the Ministry of Interior and the Ministry of Post and Telecommunications have decided to instruct all telecommunications operators, sales and distribution branches, and telecommunications service subscribers as stated in this inter-ministerial circular.
