This​ strategy​ aims​ to​ define​ a​ common​ conceptual​ framework​ for​ the​ establishment​ of​ a​ public​ investment​ management​ system​ from​ all​ sources​ (including​ national​ budget,​ budget financing​ by​ development​ partners​ and​ private​ investment​ through​ public-private​ partnerships),​ and​ at​ all​ levels​ of​ administration (including national,​ sub-national​ administration,​ public​ institutions,​ administration,​ public​ enterprises​ and​ similar​ public​ entities) to be efficient,​ effective,​ transparent,​ accountable​ and​ sustainable​ that can contribute​ to​ economic​ development and​ social​ equity.​
