All​ private​ and​ public​ person,​ physical​ or​ legal​ shall​ have​ the​ rights​ to​ construct​ a​ building​ on​ their​ own​ titled​ land​ and​ such​ rights​ shall​ be​ protected​ by​ the​ Anukret.
