This Circular prescribes the conditions and procedures for the grant and re-grant of certificates of eligibility for technical safety-inspection activities; grant, re-grant or withdraw auditor's certificates to conduct technical safety testing; The responsibility of the organization for technical inspection of occupational safety; responsibility of enterprises, agencies and organizations , cooperative, household and personal use of machinery, equipment and supplies have strict requirements on labor safety under management responsibilities of the Ministry of Labor, War Invalids and Social Affairs.
