Procedures for Notification, Prior Consultation and Agreement (PNPCA)

This publication describes the Procedures for Notification, Prior Consultation and Agreement (PNPCA) undertaken by MRC member countries for certain projects related to water use from the Mekong basin that may have impact on the water flow or water quality. The projects may include large-scale irrigation, hydropower and water supply. The process of PNPCA does not involve the approval or disapproval of a propose, however, the PNPCA is a mechanism use to support regional cooperation on water use.
