• Rights and duties of Party A (MAFF): Intervene with other institutions to solve any incidents leading to the abuse of Party B (Comapny), and monitor and evaluate the contract implementation, environmental impact and production-related activities. • Rights and duties of Party B (Company): Payment of the bank deposit for the contract implementation, and fees for the concession; recruitment of the local labor force with priorities to retired civil servants and veterans or/and expatriates for technecial work and in lack of the local technicians; establishment of the production and business planning and its implementation; as well as the improvement of the employee's livelihood through the construction of the necessary facilities such as schools, hospitals, pagodas and other facilities for leisure activities.

For the creation of the local employment, the company is to give priority to retired civil servants and veterans.

The contract can be terminated in the following cases: •An agreement between the parties; if not, the company is responsible according to the laws • Company's failure in the contract implementation within one year fails; in this case, the deposit fees are confiscated as state assets• Company's failure to comply with the terms of the contract fully.
